Eligibility Criteria For SAMS Portal
SAMS +3 / UG Admission
- +2 (12th) must be passed from a recognised board.
- Diploma holders can also apply (based on first-year marks).
- Minimum marks required as prescribed by the admission college/course.
SAMS ITI Admission
- Minimum 8th pass required; minimum age 14 years.
- SAMS Odisha PG (CPET 2025)
- A graduation degree from a recognised university is required; final year students can apply.
Subhadra Yojana
- The female applicant must be a permanent resident of Odisha.
- Age limit: 21 to 60 years (as on July 1, 2024).
- Family annual income of ₹2.5 lakh or less; NFSA/SFSS cardholder delivers.
- Not receiving any ₹18,000 annual or ₹1,500 monthly benefit from the government. Only one female applicant per family (recent amendment makes all eligible women beneficiaries now).

SAMS Portal Odisha Merit List
- SAMS Merit List is the list in which students are selected for admission in the college based on their marks and category. The merit list is released in a phased manner:
SAMS Odisha Merit List 1st Selection:
- This is the first merit list in which students with the highest marks are selected.
- The selected students can confirm their seat by reporting within the stipulated time limit.
SAMS Odisha Second Selection Merit List:
- Students who do not make it to the first list have to wait for the second merit list.
- This includes those students who have seats left in their preferred colleges.
SAMS Odisha Merit List 3rd Selection:
- The third merit list is for those students who could not get selected in the first one or left the seat.
- This is the final stage merit list.
SAMS Odisha Login & Apply Process
- Visit the website samsodisha.gov.in and go to the “Degree (+3)” or “Plus Two (+2)” section.
- Click on “Apply for Admission” or “Student Login” on the SAMS portal.
- Create a new account (with mobile OTP or email verification).
- Enter your personal, educational and bank details.
- Fill the Common Application Form (CAF) and save it.
- Upload documents like 10th/12th mark sheet, caste/income/bank details, passport size photo, etc.
- After submission, CAF can be edited only within the stipulated period; new CAFs cannot be submitted.
- The provisional merit list is released on the SAMS portal on the scheduled date.
- Selected applicants can download the Intimation Letter from their login.
- Once selected, the user gets the option to choose: Freeze, Float, or Slide.
- After selecting the option, pay the Admission Fee online.
- Report to the college or SAMS Resource Centre (SRC) with Intimation Letter, CAF print‑out and original documents within the stipulated time.
- Seat allotment is finalised only after document verification.
NOTE: Application Fee (CAF Fee): ₹275 (General), ₹175 (SC/ST), Nil Fee for PwD and Transgender.
